Final report of the “Emergent Site Investigation and Cleanup Planning of the Illegal Disposal Site along Erren River in Tainan City”

This report was to fulfill the requirement of the contract describing the current status of the proposed progress in the course of the project. The objective was to finish the distribution and the later-on clean-up work assessment of the illegally disposed wastes along the outside of the levee of the Er-Jen River between the railway bridge cross Er-Jen River and Yi-Pin Temple (Er-Hang-Niang-Niang Temple). Currently, the investigation allocation, sampling planning, ground radar detection, 47 locations of on-site excavation and 20 locations of drilling test, 210 sets of samples were conducted, and XRF screening. 60 sets of TCLP analysis of heavy metals and 15 sets for dioxins were finished. Among the tested samples, 14 sets of TCLP results showed values over the limit and the metals were lead, copper, and cadmium, and dioxins were not found. In the wastes along the course of the Er-Jen River, it was estimated of 22,544 m3 of heavy-metal-contained hazardous wastes and will be cleaned up by the Water Resources Agency. Outside of the river course near the Yi-Pin Temple, the aluminum-contained wastes could be regulated as general industrial wastes and were about 20,385 m3, which contained about 2,265 m3 of hazardous wastes. The later-on cleanup work can be determined as a 12-month work that might as much as NT$ 186,360,000. Before cleanup, it is suggested to sort out the responsible parties.
